Shrouded ghosts users are paid actors, the goverment doesn't want you to know. In all seriousness though its just exceptionally rare, likely below 1%. So you'd have to spawn a meg, Then in that off chance it has less than a 1% chance of even being the Ghost. 2.A meg will spawn every 80- 90minutes of in game time. You won't encounter a meg within the first 80min, unless its another players ( someone that has been on for 80+ min). Megs can't spawn anywhere in open ocean, as I have camped for hundreds of minutes in various open ocean spots with no spawn.
