The only civics that should be blocking that action are Inward Perfection and Determined Exterminators according to the wiki. Make sure the planets you are trying to release don't have culture shock or nerve stapled.The best way to play fanatic purifiers, in my opinion, is to play as wide as possible. Mineral rush ASAP, just build fleet, and overwhelm your enemies with sheer numbers. What's a good way to deal with an aggressive "Fanatical Purifier" species as a neighbor?
