Playing as the Texas Brotherhood, and there's a focus that gives you the mini-nuke tech, it says you can deploy them in an airfield, but it does nothing. If you have mini nukes you can use them to drop a dirty bomb using spys. Most of the time nuclear war happens bc of the Aoba Maru incident. Its relatively random when other diplomatic crisis begin or escalate, so it cant reallly be predicted when USA, Germany or Japan go to war.
