They weren't made at an even x-number per year, so extrapolating your serial in that range isn't going to be exact. If the production was relatively linear then I'd guess 1928- ish.When I open the cylinder, where I'd expect to see the model and serial number (at least on a new smith) - I only see 627-pc, no serial number.
