When I plug my modem directly to my computer, the light flashes green like normally. Green and orange light often means the speed on the network port is connecting. Green 10/100/1000. Orange 10/100. Unsure if that is the case without seeing the actual router/ knowing the model type, but this might help. This is what i found in the manual.
