The Tikka is one of the best rifles you can get for less than 1k. I'd say it's the best. The Savage is okay for a budget or beginner rifle, but they go on sale close to Christmas for 250-300 bucks. The tikka is better over all. You can get a full howa set up for under 300. A base tikka will run 500-600. I don’t think the tikka is 2x as good as howa but not everything in life is linear, you pay more of a premium for better stuff.

It is no more or less cheapish than any other rifle Both are good, it depends on which traits are more important to you I wouldn't pick a Remington over either the Ruger or Tikka at 1/2 the price.
