I can't barricade any windows. Over time, it does seem to fix itself. I do have the nails, a hammer, and 3 planks to barricade my windows. I can't barricade any doors either. You can attack through the window with a spear. If you put 3 or 4 planks on either side, you can no longer see and you can no longer attack through it. The ability to see and attack through the window is important. A zombie cannot break it down, if you kill him with a spear. Make sure that if you have a box of nails that you select "unpack" and break it into 100 individual nails before trying to barricade. Alternatively, climbing up and then down a sheet rope again (or into and out of a car) fixed the problem for me. IIRC there are some types of hammers that can't be used for this.
