Lucian's range is short so she can easily catch you, and he doesn't have CC to push her back while his dash is kinda short himself. Obviously really early on Lucian has an advantage but the pressure is on you to play perfectly because if you don't and she starts stacking armor it's gonna be extra tough compared to other ranged champs.
Lucian's weakest matchups are Caitlyn (naturally) and Senna (as separate examples, god forbid you lane against them both) in my personal experience, although either can be solved with a good in-support. Lucian Milio is way better than Lucian Nami personally, feels like you deal more damage and your Milio W continuously procs Lucian's passive to deal more damage on basic attacks which is why I think Milio does a better job than Nami. I don't think many people expect the damage Lucian can do with Milio so I recommend you play it :D.
