Wolf. For actually damaging them I'd say charged wolf shot or spamming the storm/fire single shot works best. For neutralizing them the Fire and Storm Bows work with charged shots; both of them stop the panzer where he is. I think the purple bow will also distract him but you need to be careful with the limited floating skulls.
