It is on the output/downstream side of the starter relay in the TIPM. If that wire checks out (continuity, normal resistance), check a dark green wire with an orange stripe going into the TIPM. If we are getting now power out from the TIPM, chances are there is a failure within the printed circuit board integrated into the TIPM. See pic below.
