This is the same "weasel" problem I've been having when equipping loadouts. The best way I can recreate this problem is to switch from currently equipped [Aspects AB and Fragments 1234] to a Loadout with [Aspects BA and Fragments 4321]. The Loadout system has trouble moving both Aspects and Fragments around at the same time.
